[U-Boot] [PATCH] Request to submit the phytium platform to the uboot

Dear Maintainers: My name is Hao Liu, a software engineer from Phytium Technology Co., Ltd. We need to submit the phytium platform to the uboot Home. I hope that the Maintainers can approve with me.
