Hello All, Can anyone please tell me how i can test Read and Write to registers on LXT971A if it is not memory mapped.

Use the MII commands to access the PHY registers. Include the commands (CFG_CMD_MII) in your U-Boot image and use the help for the mii comannds "? mii" to lear how this works.
This should do it...
