When selecting CONFIG_DEBUG_UART_ZYNQ for one it is imperative that CONFIG_SERIAL_ZYNQ is enabled. Further more, the zynq serial driver is mostly?/all driver model based. However when compiling the early uart for the SPL, none of that is available yet, so for the SPL build this needs to be enabled also.
