[U-Boot] [ANN] U-Boot v2017.03-rc1 released

Hey all,
It's release day and v2017.03-rc1 is out and the merge window is closed. I've updated git and the tarballs are also up now.
I plan on doing -rc2 on the 13th of February. I think my own queue is looking rather reasonable at this point, but that may be in part due to moving a few bigger series into 'Deferred' as I had asked for some changes and they never happened.

x86 64-bit work has missed the merge window. Do you think we delay the 64-bit work to next release, or is it OK to bring it in v2017.03?

I think since it's pretty well contained to x86, if you're happy enough with your ability to test it, lets do it.
