[U-Boot] [PATCH] hawkboard: Add CONFIG_SPL_LIBGENERIC_SUPPORT

With older toolchains we need CONFIG_SPL_LIBGENERIC_SUPPORT in order for CONFIG_SPL_NAND_SUPPORT to link.

Simon is adding this as part of the common relocation support patch series. I think he was going to send an updated version.
