[U-Boot] [PATCH] ARM: disable HAVE_PRIVATE_LIBGCC for ARM64

We have not supported the private library for ARM 64bit. Prohibit ARM64 boards from enabling it until we make things ready.

Seeing as this does not affect any aarch64 target, it is indeed safe, and it prevents selecting an option which is useless. Besides, we can always revisit this if and when some aarch64 target needs a private libgcc.
