[PATCH RESEND] watchdog: Hide WATCHDOG_RESET_DISABLE

This option is only supported by the IMX watchdog and seems to be similar to CONFIG_WATCHDOG.
Move it below the IMX watchdog and make it dependent on IMX_WATCHDOG.

This patch was part of the watchdog behavior patch (series), because I thought it would result in conflicts if I send the patches individually. That isn't the case.
