Please pull latest ARC changes.

These changes are mostly maintenance and minor cleanup. In particular:  * ARCangel4 boards renamed to nSIM since AA4 is long gone    and only simulation platform exists now.  * AXS101 board finally got renamed to generic AXS10X because    it is used in 2 real boards AXS101 and AXS103  * Added debug information in relocation code  * Minor fix for IVT for ARCv2 cores
