i can not download it by cvs,so is there a tarball to download?

Instrutions are in the manual. Also, Sourceforgee provides nightly snaptshots of the whole CVS repository by FTP. Read the site docs at Sourceforge about CVS use.

Sure. You could either use the one included in ELDK3.1.1 or get a older version from the FTP site. ftp://ftp.denx.de/pub/u-boot/

Please do not recommend to use old versions. This is really bad advice.
There is absolutely no reason for not using the latest version. Please just read the manual, see http://www.denx.de/twiki/bin/view/DULG/UBootVersions
