I meant, instead of requiring the modification in board file, CONFIG_SPL_DEVICE_WIDTH can be put in include/configs/*.h

Those registers are already specified in include/configs/*.h for eLBC/IFC.

In theory yes, though the other similar SPL NAND parameters use CONFIG_SYS.
