[U-Boot] [PATCH 1/2] board_f: init designware watchdog if CONFIG_DESIGNWARE_WATCHDOG=y

The designware watchdog init is skipped even if CONFIG_DESIGNWARE_WATCHDOG is enabled. Fix it.
