You don't have to configure that - it just depoends on how you boot the Linux kenrel image - either you pass a device tree address (as the third argument to the bootm command), or you don't.
True. But if your question was really "Can I have PowerPC board boot without a Device Tree?", then no, you can't unless you work really hard in the wrong direction. :-)
All PowerPC converted to using the Device Tree for booting over two years ago now.
