[U-Boot] [ANN] U-Boot v2015.07-rc3 released

Hey all,

I've pushed v2015.04-rc3 out to the repository and tarballs should exist soon.

I'm a bit behind again and should have done that last Monday, and there's a bit more in here than I'm totally happy with but some of it has been outstanding for a while and others are important follow-up to other things we've done for this release.

That said, I think I need to re-think how the merge window works and perhaps follow the kernel rules here, but that's for a separate email.
