I think this patch is safe and possible for upcoming v2015.07 release. Please consider applying it.
Seeing as this does not affect any aarch64 target, it is indeed safe, and it prevents selecting an option which is useless. Besides, we can always revisit this if and when some aarch64 target needs a private libgcc.
