is it really necessary to copy cpu/pxa/ to cpu/pxa270? xlli_lowlevel_init.s could be placed in boards/xxxx/, it should be no problem since that file mainly initialize SDRAM if I remember correctly.
There could be many reasons that u-boot.bin doesn't run, and your description is not enough for anyone to help you debug. You better put more information if you have a JTAG as which step your u-boot has reached.
BTW: someone else has already ported pxa27x to u-boot AFAIK.
