socfpga: cyclone5: ums not working without usb start

Hello,

I realized, that "ums 0 mmc 0" is not working without executing "usb start" in advance. That's because "ums" does not enable the clock and deassert the USB reset. Is that by purpose? At least "usb start" was not necessary with v2016.11.
