[U-Boot] Cover CMD_SATA to Kconfig and add SATA support to CuBox-i

Hi Tom and Fabio,

First patch converts CMD_SATA over to Kconfig, plus a few generic cleanups for a few of the configs there. The second of the patches is basically the same one as befoe with the associated changes for CMD_SATA move.
