[U-Boot] socfpga: missing DECLARE_GLOBAL_DATA_PTR in timer.c

reveals a few files that probably should have DECLARE_GLOBAL_DATA_PTR.

This fixes it for arch/arm/cpu/armv7/socfpga/timer.c .
