[U-Boot] [PATCH] rockchip: enable TPL_SYSRESET for all rockchip SoCs

With Makefiles testing for $(SPL_TPL_)SYSRESET, we need TPL_SYSRESET for do_reset() in TPL for Rockchip SoCs.
