Ideally there should be no generic drivers in CPU or board specific directories. There are exceptions, like CPU or board specific drivers.

We already spent some significant effort to clean this up - see the drivers/ directory. If you see more candidates for such cleanup: patches welcome. But make sure to test them / get them tested on effected boards first.
