rpi_4_defconfig is a 64-bit target according to doc/board/broadcom/raspberrypi.rst.

export ARCH=arm64 export CROSS_COMPILE=/usr/bin/aarch64-linux-gnu- make rpi_4_defconfig make

In your case, you need to use a 64-bit clang.
