[PATCH v2 2/4] arch: arm: update Kconfig to select IRQ when GIC_V3_ITS is enabled

GIC_V3_ITS uses UCLASS_IRQ driver. Update Kconfig to select IRQ when GIC_V3_ITS is enabled.
