I also agree with Jagan's comments about moving towards standardized boot-flow with SPL. I added HSS custom boot-flow to support U-Boot SPL development and use the latest OpenSBI firmwares on ICICLE kit.
Please include more documentation about how to use HSS custom boot-flow.
