I think the issue is something else. The old .itb used external data, but the one with binman seems to not make use of that. It's weird though because fit,external-offset = <CONFIG_FIT_EXTERNAL_OFFSET>; is set and CONFIG_FIT_EXTERNAL_OFFSET is 0x3000.
So, even though binman seems to be calling mkimage -E -p 0x3000, the u-boot.itb does *not* use external data.
