Temporarily not for upstream to kernel.
Please send the support to mainline kernel first, or else it does not help much only support
the board in U-Boot.

The TPL is default enabled for RK3328 SOC, you should able to get the tpl/u-boot-tpl.bin after build,
you can reference to configs/evb-rk3328_defconfig if anything is not clear.
BTW: please use patman to send the patch so that we can get correct patch version in the subject.
