[U-Boot] musb: usb storage: USB device not accepting new address error

I am working on a custom OMAPL138 (DA8XX) based board. On 2010.12 release USB host mode is successfully working. But it is broken on 2011.03-rc1.

I am taking "USB device not accepting new address (errror=2)" error when i issue "usb start" cmd.

I analysed the problem but can not come up with a solution.
