This will fail if the EFI_BLOCK_IO_PROTOCOL is provided by a driver loaded via the bootefi command.
I assume this is the case that efi driver loaded via the bootefi command does not use lib/efi_driver/efi_block_disk.c functionality. I'm confused, but I wonder udevice is available for this efi driver.

Handles can only be created by U-Boot in contrast to protocol interfaces. What you need is the udevice as a field in struct efi_object instead of struct efi_disk_obj. See Takahiro's comment in lib/efi_loader/efi_disk.c:49:
