I didn't run into this issue.

From Google's answer:

Maybe you lost a step in the command line : "export ARCH=aarch64"

I usually put it in batch file:

export ARCH=aarch64

export CROSS_COMPILE=/home/lion/gcc-linaro-aarch64/bin/aarch64-linux-gnu-

make vexpress_aemv8a
