I do not want to see any of these one-line GPL "headers. Please use the regular, full heade. And especially do never remove these from any files where they are present.

Many burdens the legal system put upon software seem wasteful to me, but I still cannot simply erase it because of my personal taste.
plus the full header breaks when the FSF moves around (and in fact, there are a ton of such outdated headers in u-boot right now).
I am not sure whether simply pointing to something is valid in legal context.
What I am sure however is that your patches are *not* valid, because they point into nothingness. It is neccessary to include the full licences with the source code, even URLs are not ok. Handwaving (even if it is totally clear to you) does not hold up in legal contexts.
So the most I could think of is to include a file called GPL-2 and directly point to that file.
But still, this is only my personal interpretation.
