[U-Boot] [PATCH v5 13/18] dts: sandbox: Add 'osc' clock for Common Clock Framework [CCF] testing

This patch adds the 'osc' fixed clock to facilitate the CCF testing in the sandbox U-Boot. It is a starting point for building CCF hierarchy of clocks.
