No. Imagine what the Makefile would look like if we had 50
different
systems with 5...10 files and drivers each.
Ehm. So you want a seperate Makefile in each subdir?

Any hints how this could be done?
Isn't the kernel source tree the same? Every Makefile calls SUBMAKE for the subdirectories. The SUBMAKE in the subdir - does nothing - or does his work
