In order to do this, we need to introduce SPL and TPL variants of these options so that we can clearly disable these options only in SPL in some cases, and both instances in other cases.

this doesn't look correct for this SPL enabled MIPS board and some others as well. Problem is the Kconfig dependency to CONFIG_SKIP_LOWLEVEL_INIT:

Normally both options have to be y in SPL along with SKIP_LOWLEVEL_INIT=n. But in U-Boot proper both options have to be n along with SKIP_LOWLEVEL_INIT=y. I guess we need to introduce SPL_MIPS_CACHE_SETUP and SPL_MIPS_CACHE_DISABLE or is there a better way to deal with dependencies to SKIP_LOWLEVEL_INIT and SPL_SKIP_LOWLEVEL_INIT?
