Could you try a clean 2019.01 instead?
There is no SPL support in 2019.01, so I guess you are testing on a different tree.
oh, I missed that https://patchwork.ozlabs.org/project/uboot/list/?submitter=67896 has not been merged. The patch will break booting without SPL.
