I'd prefer firmware uploading bits remain apps (perhaps in examples/?) but I don't know the "U-Boot Philosophy" for this area..
When loading the firmare is required (or desirable) in U-Boot, it should be integral part of U-Boot. Loading the switch FW might be needed for network operations in U-Boot, so it makes sense to me to add this to regular U-Boot code.
