[U-Boot] Embedded environment not compiling in the current git head?

It seems, something had broke the embedded environment compilation in the recent git head. During DO_DEPS_ONLY phase, environment.h is not considered, thus CONFIG_ENV_IS_EMBEDDED is never set with the obvious consequences.
