SPL_BUILD is defined by Makefile.spl when building the SPL part of the image. It can't be used by Kconfig. SPL is known to Kconfig and is defined if the target uses an SPL. Make the condition for BUILD_TARGET depend on ARCH_MVEBU && SPL so that the overall build produces u-boot-spl.kwb.
