This adds a general board file based on MT7623 SoCs from MediaTek.
As this u-boot is loaded by preloader, there is no low level initializtion codes.

There is a new SPL handoff and bloblist feature that I hope will land in the next release. Can you please look at using this instead of an SoC-specififc mechanism?
