This should be Kconfig too. 1 seems to be a reasonable default value as it covers most boards. The minimum should be enforced as 1 in Kconfig.

Make this Kconfig, please. Let it default to 1 and enforce a minimum of 1 and a maximum of 256 in Kconfig.
As the series title notes this is "some" options, so yes, a good follow-up would be to cover more of them. I believe the end goal here is that we can drop dead code and more easily check/complain about unmigrated boards.
