This looks like a step in the wrong direction.

We have SPL support that can handle both 512MB and 1GB variants.

Why do we need to to go back to DCD table?

For ATF -> OPTEE -> U-BOOT case, we cannot run SPL.

Why? the SPL might need to be changed but it should be doable.
