I've now become a co-maintainer and this should now be fixed in master for the 2023.04 release soon, let me know if you see any problems.

Endless OS chooses this patch series into downstream u-boot. It boots
up Endless OS system on RPi 400 correctly.
okay, let me rephrase my question: why haven't any of these patches been applied upstream? E.g. Arch Linux uses upstream U-Boot and periodically gets bug report about this issue.
