I agree that Tizen cannot be appropriately described as a "vendor", nor does it fit into the "board" category.
For my understanding: what else will be part of a "Tizen board" - in addition to the logo, will there be more common code, or common configuration? I guess for a common look and feel more things will be needed than just the logo? In this case it might make sense to create a lib/tizen/ directory.
