[U-Boot] [ANN] Delaying v2019.01 until the 14th

Hey all,

A lot more has come in towards the end of the cycle than I really really like. And there's still a few things that need to come in (v3 of a Samsung PR, sorting out how a FAT change fixed one use case and broke another). So I'm going to do -rc3 on the 7th and release, hopefully, on the 14th.
