Can somebody point me to the possible causes for this behaviour?

PS. Is it mandatory to supply ~RESET pin to BDI?
Yes. BDI2000 uses ~RESET to upload the debug handler into the mini IC. See figure 10-11 in the Intel Xscale Microarchitecture User's Manual.
Can I just keep it in reset with a jumper closed?
Well, if you can match the timing and probably you should have a pull-up on the ~RESET line of the JTAG connector to the BDI2000, but I doubt it.
