It seems include/configs/socfpga_sr1500.h is missing a ","...
-#define CONFIG_BOOTARGS "console=ttyS0"  __stringify(CONFIG_BAUDRATE)
+#define CONFIG_BOOTARGS "console=ttyS0,"   __stringify(CONFIG_BAUDRATE)
