In my opinion an interrupt controller is fundamentally different from an device that is handled by a device driver. It therefore has no place in the drivers/ directory.
Yes, I was hesitating here too. Only other idea that comes to my mind is:
cpu/xilinx/interrupt.c
Better?
xilinx is not type of cpu. :-( I'll think about smarter way.
