Also this series removes MAKEALL. Since buildman has been around for 3 years it may be time to do this. If not, we can leave it for now.
Changes in v2:
- Add a message about how to install toolchains
- Add code to actually suppress the warning
- Glob the whole toolchain directly instead of adding separate entries
- Update to suggest fetching just the 'arm' tool chain
