IFC configuration was made dynamic instead of static in previous patch in TF-A and non TF-A mode. Though dynamic configuration works fine for all the platforms in TF-A mode, it is broken for non TF-A mode on some of the platforms like ls1021atwr, ls1021aqds, ls1043ardb and ls1046aqds.
This patch adds the static configuration back for non TF-A mode to support above platforms.
