fatal error: Python.h: No such file or directory

All:

When select BINMAN, I met error. fatal error: Python.h: No such file or directory

I am using openSUSE, python files are installed under /usr/include/python3.8

After I " export C_INCLUDE_PATH=/usr/include/python3.8", I met another issue: " /usr/lib64/gcc/x86_64-suse-linux/10/../../../../x86_64-sus e-linux/bin/ld: cannot find -lpython3.7m"

Any suggetions?
