No. I can change the patch to have distinct ICIDs and resubmit. Please let me know if you agree on this.

Yes, this is my suggestion. IIUC it's also similar to the way LIODNs are allocated on PPC. True, LS102x is the exception - it assigns ICID 0x10 to all SEC blocks.
