Yes, of course this is possible. It's Free Software under GPL, so you can modify and/or repackage it as you like. Just make sure to fulfill the requirements of the GPL which still apply, no matter how you split it off...
U-boot and Linux kernel sources are available in the same package, but the intent was to allow linux developers to bypass the step to build u-boot just get this binary.
